It is also an international cooperation project benefiting from financial support from the Agence Fran\u00e7aise de D\u00e9veloppement (AFD) and technical support from the Center for International Cooperation in Agronomic Research for Development (CIRAD).<\/p>\n<ul>\n<li><strong><u>Contexte de mise en \u0153uvre <\/u><\/strong><\/li>\n<\/ul>\n<p>Jusqu\u2019en l&rsquo;an 2000, l\u2019OAPI n\u2019avait enregistr\u00e9 aucune indication g\u00e9ographique de son espace. Pourtant, d\u00e8s la premi\u00e8re r\u00e9vision de son trait\u00e9 fondateur le 2 mars 1977, les Etats membres se sont dot\u00e9s d\u2019un cadre juridique r\u00e9gional favorable \u00e0 la protection des indications g\u00e9ographiques, l\u2019Annexe VI de l\u2019Accord de Bangui. De plus, par leur positionnement g\u00e9ographique et climatique id\u00e9al, ces Etats rec\u00e8lent de nombreux produits dont la qualit\u00e9 sp\u00e9cifique est li\u00e9e \u00e0 l\u2019origine g\u00e9ographique.<\/p>\n<p>Dans le sillage de l\u2019adoption de l\u2019Accord ADPIC en 1994 et de la deuxi\u00e8me r\u00e9vision de l\u2019Accord de Bangui le 24 f\u00e9vrier 1999, un s\u00e9minaire r\u00e9gional fut organis\u00e9, du 23 au 25 janvier 2000 \u00e0 Conakry, avec le partenariat de l\u2019Organisation mondiale de la Propri\u00e9t\u00e9 Intellectuelle (OMPI) et l\u2019Institut de la Propri\u00e9t\u00e9 Industrielle en France (INPI- France). A la suite de ce s\u00e9minaire, une \u00e9bauche de projet r\u00e9gional de promotion et de protection des indications g\u00e9ographiques se dessine en faveur des Etats membres de l\u2019OAPI.<\/p>\n<p>Le 6 mai 2008, une convention de financement est sign\u00e9e entre l\u2019OAPI et l\u2019AFD.<\/p>\n<p>La premi\u00e8re phase ou PAMPIG 1, r\u00e9alis\u00e9e de 2010 \u00e0 2014, a permis la reconnaissance de trois premi\u00e8res indications g\u00e9ographiques en Afrique au Sud du Sahara. Il s\u2019agit de\u00a0: <em>poivre de Penja et miel d\u2019Oku (Cameroun) et caf\u00e9 Ziama-Macenta (Guin\u00e9e)<\/em>.<\/p>\n<p>La Deuxi\u00e8me phase, d\u00e9marr\u00e9 le 2 novembre 2017, s\u2019ach\u00e8vera en 2024. Il vise \u00e0 permettre la reconnaissance de nouveaux produits pilotes, \u00e0 savoir\u00a0: <em>gari sohoui Savalou et huile d\u2019Agonlin (B\u00e9nin), atti\u00e9k\u00e9 des Lagunes et pagne Baoul\u00e9 (C\u00f4te d\u2019Ivoire), cacao rouge du Cameroun et baronne de Guin\u00e9e. <\/em><\/p>\n<ul>\n<li><strong><u>Objectifs<\/u><\/strong><\/li>\n<\/ul>\n<p>La finalit\u00e9 du PAMPIG est de soutenir l\u2019\u00e9mergence d\u2019un environnement r\u00e9gional favorable au d\u00e9veloppement des indications g\u00e9ographiques dans les Etats membres de l\u2019OAPI.<\/p>\n<p>Pour l\u2019OAPI, l\u2019objectif est d\u2019encourager une utilisation strat\u00e9gique et judicieuse de la propri\u00e9t\u00e9 intellectuelle dans ses Etats membres, par la valorisation et la promotion de leurs produits de terroir et de l\u2019artisanat, et leur positionnement concurrentiel sur le march\u00e9 international.<\/p>\n<p>Pour l\u2019AFD, il s\u2019agit d\u2019appuyer l\u2019OAPI dans le renforcement des capacit\u00e9s commerciales de ses Etats membres, \u00e0 travers le soutien au d\u00e9veloppement des fili\u00e8res de niche.<\/p>\n<ul>\n<li><strong><u>Composantes<\/u><\/strong><\/li>\n<\/ul>\n<p>La phase 1 (PAMPIG 1) a \u00e9t\u00e9 r\u00e9alis\u00e9e, \u00e0 travers cinq composantes, \u00e0 savoir :<\/p>\n<ul>\n<li>Accompagnement de produits pilotes (Composante 1)\u00a0;<\/li>\n<li>Appui \u00e0 la mise en place des Comit\u00e9s nationaux en charge des indications g\u00e9ographiques (Composante 2)\u00a0;<\/li>\n<li>Indentification de nouveaux produits (Composante 3)\u00a0;<\/li>\n<li>Organisation de s\u00e9minaires r\u00e9gionaux (composante 4)\u00a0; et<\/li>\n<li>Actions r\u00e9gionales diverses (Composante 5).<\/li>\n<\/ul>\n<p>La phase 2 (PAMPIG 2) quant \u00e0 elle, reposent sur trois composantes qui se d\u00e9clinent comme suit\u00a0:<\/p>\n<ul>\n<li>Renforcement et p\u00e9rennisation des missions de l\u2019OAPI sur les IG\u00a0(Composante 1) ;<\/li>\n<li>Appui \u00e0 l\u2019\u00e9mergence de capacit\u00e9s nationales de validation et d\u2019accompagnement des d\u00e9marches IG (Composante 2)<\/li>\n<\/ul>\n<ul>\n<li>Appui aux fili\u00e8res pilotes du PAMPIG 1 et \u00e0 de nouvelles fili\u00e8res IG (Composante 3).<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li><strong><u>R\u00e9sultats et acquis <\/u><\/strong><\/li>\n<\/ul>\n<p>Apr\u00e8s un peu plus de dix ans de mise en \u0153uvre, les premiers acquis du PAMPIG sont encourageants et promoteurs. A titre d\u2019illustration, le poivre de Penja, premi\u00e8re indication g\u00e9ographique de l\u2019espace OAPI a avoir \u00e9t\u00e9 reconnu au sein de l\u2019Union europ\u00e9enne, connait une notori\u00e9t\u00e9 mondiale. Son prix a significativement augment\u00e9, passant de 4.000 \u00e0 20.000 Francs CFA, voire plus.<\/p>\n<p>Dans ce sillage, plusieurs autres produits ont \u00e9t\u00e9 reconnus comme indications g\u00e9ographiques \u00e0 l\u2019initiative des Etats membres.
